SoundThinking (SSTI): Recurring Franchise After a Guidance Reset

SoundThinking is a public-safety software vendor whose second-quarter print forces a reset of the growth story that management carried into the year. The company still sells a sticky subscription stack, led by ShotSpotter acoustic detection and a broadening SafetySmart suite, but municipal procurement slowed enough that the year no longer looks like a recovery off the Chicago exit. Revenue fell to $24 million from $26 million a year earlier. That decline is the first clean look at a franchise that can retain cities and still miss the conversion of pipeline into recognized sales.

The real tension sits between a durable installed base and a sales engine that stopped converting. New York City still supplies more than a quarter of revenue, and remaining performance obligations sit near $93 million. Management cut full-year revenue guidance to a band of $99 million through $100 million. Adjusted earnings before interest, taxes, depreciation, and amortization, the company's preferred cash-earnings proxy, is now guided to a mid-single-digit margin rather than the mid-teens target set in the spring. Chief executive Ralph Clark framed the miss as a mix of delayed professional-services work, slower SafePointe lane activations, the removal of Puerto Rico from the year, and weaker ShotSpotter bookings.

Cash also tightened even as the cost base started to flex. The quarter closed with $6 million of cash against $4 million drawn on a revolver that still has ample unused capacity. Sequential adjusted EBITDA flipped from a small first-quarter loss to a $1 million profit on almost-flat sales, which is the first evidence that the workforce reset is doing real work. The question for the second half is whether booked lanes, delayed professional services, and a conservative slate of ShotSpotter go-lives actually show up as recognized revenue, or whether another municipal stall leaves the equity priced for a shrinking franchise.
